Sometimes when I want to connect to the robot, I get this error “No connection could be made because the target machine actively refused it” and when I restart the controller everything works. It has something to do with the number of allowed connections. Аnd why SobotScStudio connects without problems ?

Do you mean there is a problem of socket rejection when using TCP/IP secondary development protocol?
We have protected this port to not allow too many connections
