PLA Sticking to itself

I have successfully managed to get the filament to stick to the heated bed. (Material heated to 210, bed at 60.) Once the filament starts to ‘flow’ and if the zero points are set the base works successfully.

My problem now is with the material sticking to itself. I have tried multiple times to print the Pixar Jr. Lamp (https://www.thingiverse.com/thing:432648/apps) - when it starts to print the sides of the base it seems to pull off - almost like it is going too fast to allow the material to stick/dry to the layer below.

Is there a setting to control this in Cura?

You may be able to improve adhesion by slowing down the travel speed in Cura for PLA. Another way would be to watch the display screen and just go down to 90 to 95% when you are actually printing your piece. Hope this helps.
